All the conditions of a siege favoured the construction and patient usage of siege engines. Manoeuvres mattered far more than having a few powerful engines to lob several stones in one hour. For Three Kingdoms you can just have a third tab called artillery and for the attackers, they are your regular siege engines for defenders, it's for the ballistas mounted on wall turrets. In Rome2, you could organize tabs between army and navy. If you want realism, then artillery units can only be built as siege engines when attacking settlements. Steone projecting weapons like catapults were designed to smash walls, not mass of troops that were likely to be stationary or even large enough to get a reliable chance of hitting from far away even large stone walls can be missed.
